The Government’s needle-exchange and condom-distribution programme will not have people giving out free needles and condoms by the roadside or at shopping malls, Health Ministry parliamentary secretary Lee Kah Choon said.
“On the other hand, this programme has been well-planned for drug addicts who are mostly still moving about freely outside of rehabilitation centres,” he said.
The ministry’s plan did not merely cover the distribution of needles but also covered exchanging contaminated needles with clean ones, he said.
“Those who are given condoms will be given counselling so that they are aware that it is not a licence to indulge in illicit sex,” he said.
Replying to Salahuddin Ayub's (PAS – Kubang Kerian) adjournment speech, Lee said there were about 19 HIV cases detected daily.
He provided estimates that showed that 24,000 HIV carriers could possibly spread the virus to 72,000 people which included their sex partners, fellow addicts, blood donors and children.
